ISLAMABAD — The Oil and Gas Regulatory Authority (OGRA) has formally notified an upward revision in the consumer prices of Liquefied Petroleum Gas (LPG) for the month of October 2026, driven by a sharp 9.9% increase in international benchmark contract prices.
Under the revised notification effective October 1, the consumer price of LPG has been raised by Rs 20.68 per kilogram, setting the official retail rate at Rs 279.34 per kg. Consequently, the price of an 11.8-kilogram domestic consumer cylinder has climbed by Rs 244.14, taking the new notified price to Rs 3,296.23 from Rs 3,052.09 in September.
Global Saudi Aramco Contract Price Surge
OGRA stated that the monthly price adjustment directly mirrors fluctuations in the international market, where the Saudi Aramco Contract Price (CP)—the benchmark for imported liquefied gas across Asia—surged by 9.9% for October deliveries.
The landed cost of imported LPG increased accordingly, factoring in international maritime freight, insurance premiums, and currency exchange parity. Domestic commercial cylinders weighing 45.4 kilograms will also experience a corresponding price increase to Rs 12,682 across authorized distributor networks.
The energy cost adjustments follow broader macroeconomic shifts and commodity supply challenges previously highlighted in Pakistan energy security and import diversification reports across the winter transition.
Market Enforcement and Fuel Price Adjustments
Alongside the LPG notification, the Ministry of Energy (Petroleum Division) announced minor adjustments in regulated petroleum fuels for the first fortnight of October. Petrol prices were reduced by Rs 0.14 per litre to Rs 252.10 per litre, while High-Speed Diesel (HSD) prices decreased by Rs 1.89 per litre to Rs 258.44 per litre.
OGRA and provincial district administrations have directed price control magistrates to ensure that authorized LPG distributors strictly adhere to the notified cylinder rates. The regulator warned that stringent enforcement penalties and licensing actions will be initiated against black-marketing syndicates or unauthorized decanting retailers charging arbitrary premiums to domestic consumers.
